1.      Ever reliable Cassius Dio designates Nero as founder of the legion in book LV 24.2: “Nero established the first legion, named Italica, which had its winter quarters in Lower Moesia.” The reason for this increase in the number of legions is given by Suetionus Nero 19: “He had also planned an expedition to the Caspian Gates, enrolling a new legion of Italian-born recruits, all six feet tall, whom he called ‘The Phalanx of Alexander the Great’.”
